Terra Australis commits to the largest transport and rail infrastructure expansion in South Australian history.

For decades, South Australia has under invested in the infrastructure needed to support population growth, regional development, economic expansion, and national productivity. Communities have been left disconnected, regional rail services have disappeared, and Adelaide's transport network has struggled to keep pace with the demands of a growing state.

A Terra Australis Government will launch the South Australian Rail Renaissance — a generational infrastructure program designed to rebuild South Australia's rail network from the ground up.

This historic investment will deliver:

• Six new metropolitan and regional railway corridors.

• Major expansion of Adelaide's tram network.

• A new underground Central Adelaide Station.

• Restoration of regional passenger rail services across South Australia.

• Construction of a new South-East Coastal Railway connecting Adelaide to Mount Gambier.

• A new Victor Harbour railway connection linked to the South-East corridor.

• Tens of thousands of construction, engineering, manufacturing, and transport jobs.

• Long-term economic growth throughout metropolitan and regional South Australia.

SOUTH AUSTRALIA'S NEW RAILWAY NETWORK

Terra Australis will deliver six major new railway corridors that will reshape South Australia's transport network and unlock future economic growth across both metropolitan Adelaide and regional South Australia.

For too long, Adelaide's rail network has remained largely unchanged while population growth has expanded into new suburbs, growth corridors, and regional centres. Communities in the north, north-east, Adelaide Hills, Fleurieu Peninsula, and regional South Australia have been forced to rely on increasingly congested road networks and inefficient bus services.

Our plan will restore rail as the backbone of South Australia's transport system.

Northern Plains Line

The Northern Plains Line will connect Adelaide to Virginia and Two Wells, creating a direct rail corridor into one of South Australia's fastest-growing regions.

This line will support future housing development, agricultural industries, logistics operations, and industrial growth throughout the Northern Plains corridor.

The line will be constructed as a dual-track railway capable of supporting both passenger and freight operations, ensuring that future economic growth is not constrained by infrastructure limitations.

Gawler Airport Line

Terra Australis will construct a dedicated railway connection between Adelaide, Gawler, and the future Gawler Airport precinct.

This project will provide fast public transport access to the airport while supporting commercial development, employment growth, freight movement, and future industrial investment throughout Adelaide's northern region.

The corridor will be built as a dual-track passenger and freight railway, providing long-term capacity for both commuter services and commercial transport operations.

Barossa Valley Line

The Barossa Valley Line will reconnect Adelaide with the Barossa through a modern railway extending through Gawler, Nuriootpa, and Tanunda.

This project will strengthen tourism, support local businesses, improve workforce mobility, and provide a direct transport connection between one of Australia's most important wine-producing regions and the Adelaide metropolitan area.

The line will be constructed as a dual-track railway capable of carrying both passenger services and freight traffic, creating a strategic economic corridor linking the Barossa directly to Adelaide's ports, logistics centres, and national markets.

Tea Tree Plaza Line

The Tea Tree Plaza Line will finally deliver a high-capacity rail connection to Adelaide's north-eastern suburbs.

For decades, the north-east has remained one of the largest metropolitan regions in Australia without a dedicated heavy rail service.

Terra Australis will investigate and construct a modern rail corridor serving the north-east growth corridor and Tea Tree Plaza region, providing faster travel times, reducing road congestion, and creating a long-term alternative to bus dependency.

Murray Bridge Line

The Murray Bridge Line will connect Adelaide, Mount Barker, and Murray Bridge through a modern high-capacity railway corridor.

This line will serve the rapidly expanding Adelaide Hills region while establishing a major economic connection between metropolitan Adelaide and one of South Australia's most important regional centres.

The corridor will be built as a dual-track passenger and freight railway, allowing regional industries to move goods efficiently while providing reliable passenger services for commuters, students, tourists, and businesses.

Willunga Line

Terra Australis will restore rail services further south through the construction of the Willunga Line.

Extending beyond Noarlunga, this railway will support growing communities throughout the Fleurieu Peninsula while reducing traffic congestion on major southern transport routes.

The project will create new opportunities for housing, tourism, and regional development while reconnecting communities that have been without rail access for generations.

A BROAD GAUGE FUTURE

Terra Australis believes South Australia should maintain and expand its historic broad gauge rail heritage as part of a modern and integrated transport network.

We will undertake a comprehensive review of existing rail infrastructure and pursue the restoration and expansion of broad gauge passenger services where practical and economically beneficial.

We reject the decades of neglect that have seen South Australia's rail network fragmented and diminished.

Our vision is a rail system that strengthens connections between Adelaide, regional South Australia, and Victoria, supporting greater economic cooperation, tourism, passenger movement, and long-term interstate development.

Together with future rail investment toward Melbourne, this policy represents a renewed commitment to South Australia's place within a stronger southern Australian economic corridor.

RETURN OF REGIONAL PASSENGER RAIL

A Terra Australis Government will restore regional passenger rail services to communities that have been disconnected from South Australia's rail network for decades.

Mount Gambier Railway Restoration

The historic Adelaide–Mount Gambier railway corridor will be rebuilt and modernised to return passenger rail services to the South-East.

This project will reconnect communities, stimulate investment, improve freight opportunities, and strengthen South Australia's second-largest regional economy.

THE SOUTH-EAST COASTAL RAILWAY

Terra Australis will construct an entirely new high-standard railway corridor linking:

Mount Gambier Millicent Robe Region Kingston SE Meningie Victor Harbor Adelaide

This new coastal alignment will:

• Provide a faster route between the South-East and Adelaide.

• Open major new economic opportunities along the Limestone Coast.

• Support tourism growth across South Australia's coastal regions.

• Encourage new housing and business investment.

• Improve freight connectivity between regional industries and Adelaide.

• Create one of Australia's most significant regional rail development corridors.

THE NEW VICTOR HARBOR LINE

The South-East Coastal Railway will form the foundation of a revitalised Victor Harbor railway corridor.

Victor Harbor will become a major transport interchange connecting:

• Adelaide Metropolitan Services.

• Fleurieu Peninsula communities.

• South-East regional services.

• Future tourism rail operations.

This will transform Victor Harbor into one of South Australia's most important regional transport hubs.

NEW CENTRAL ADELAIDE STATION

Terra Australis will construct a new underground metropolitan railway station beneath the existing Adelaide Railway Station.

This project will:

• Separate suburban and regional rail operations.

• Increase network capacity.

• Enable future eastern rail expansion.

• Reduce congestion throughout the network.

• Future-proof Adelaide's transport system for the next century.

The existing Adelaide Railway Station will be retained as South Australia's principal regional rail terminal.

JOBS. GROWTH. NATION-BUILDING.

The South Australian Rail Renaissance will create thousands of direct jobs and support entire industries across construction, engineering, manufacturing, transport, tourism, and regional development.

This is more than a transport project.

It is a nation-building project for South Australia.

Terra Australis will deliver South Australia's first dedicated airport rail connection through the construction of the Adelaide Airport Metro Tunnel.

This new underground railway will extend directly from the New Central Adelaide Station beneath the Adelaide CBD, creating a fast, direct connection between the city centre, Adelaide Airport, and Adelaide's western growth corridor.

For decades, Adelaide has remained one of Australia's only major capital cities without a dedicated airport rail service. Passengers, airport workers, tourists, and businesses have been forced to rely on congested road networks and limited bus services.

Terra Australis will end this transport gap.

The Adelaide Airport Metro Tunnel will operate as a high-frequency metropolitan rail service and will include:

Central Adelaide Underground Station

The line will originate from the new underground Central Adelaide Station, allowing passengers to transfer directly between suburban rail, regional rail, tram services, and airport services without leaving the station precinct.

Adelaide Airport Station

A dedicated underground station will be constructed directly beneath Adelaide Airport.

This station will provide seamless access for:

• Domestic travellers.

• International travellers.

• Airport workers.

• Freight and logistics staff.

• Visitors to Adelaide.

The station will be designed to accommodate future airport growth and provide direct connections to the wider South Australian rail network.

Harbour Town Terminal Station

The line will continue beyond Adelaide Airport and terminate beneath the Harbour Town Premium Outlets precinct.

This location will serve as a major western transport hub connecting:

• Airport passengers.

• Retail and hospitality workers.

• Western suburban residents.

• Future tram and bus interchange services.

• Potential future western rail extensions.

The Harbour Town Terminal will provide significant opportunities for commercial development and future transport expansion throughout Adelaide's western suburbs.

FUTURE EXPANSION CAPABILITY

The Adelaide Airport Metro Tunnel will be designed to allow future extensions toward:

• Glenelg.

• West Beach.

• Henley Beach.

• Port Adelaide.

• Outer western growth corridors.

This ensures the project can evolve from an airport connection into the foundation of a future Western Adelaide Metro Network.
